This is a well phrased question! It demonstrates how hard it can be to put God into words. The Bible often uses family relationship language to explain who God is: the Father is God, Jesus (the Son) is God (the family language holds so far!) and the Holy Spirit is God (confusing right?).
So who is the Spirit? The Spirit is the one who connects us with the life of God (Father, Son & Spirit). He is God in us, changing us from the inside out. It is through what the Spirit does in us that we understand him best. He comforts, teaches, inspires and transforms us. He gives us power to live the way God wants us to.
So actually, he's the one who makes it all make sense (if that makes sense!). Being connected to God through the Spirit is like putting a plug in a socket... nothing works until you turn the power on at the wall. With him involved things start to flow... and work... and spark... There's energy and life and things get done... and that's kind of what the Spirit does.
